Subtle distinctions make a big difference.
Capturing and communicating nuance is difficult.
But matching nuance and different interpretations with priorities is nearly impossible.
Information management systems are not really designed to set make decisions. They can be programmed to weigh different factors and provide recommendations based on the information those parameters.
But that is very different than making decisions amid the noise and nuance of information.
